The Ministry of Panchayati Raj (MoPR) has undertaken e-Panchayat Mission Mode Project(e-Panchayat MMP)
with a view to introduce and strengthen e-Governance in Panchayati Raj Institutions (PRIs) across the
country and build associated capacities of the PRIs for effective adoption of the e-Governance initiative.
Under this project, Panchayat Enterprise Suite (PES) has been conceptualised which comprises 11 Core Common
applications. At present, Panchayat Enterprise Suite has been deployed/operational with 10 Core Common
Applications and GIS layer module is under conceptualisation. The operational modules includes LGD(Local Government Directory)
, Area Profiler(Socio-economic & general details), PlanPlus(to strengthen Decentralised & Participatory Planning), PriaSoft(Panchayat Accounting),
ActionSoft(Works/scehme implementation Monitoring System), NAD(National Asset Directory), Service Plus(To facilitate Service Delivery), Social Audit,
Training and National Panchayat Portal(Dynamic Website of Panchayats)
ActionSoft is one of the modules of Panchayat Enterprise
Suite(PES) being prepared as a part of ePanchayat Mission Mode
Project
(http://ePanchayat.gov.in).
It aims at monitoring and keeping record of the progress of the
works being undertaken as part of the finally approved
plans(Action Plan) of various ULB, RLB and Line departments as
available in PlanPlus
(http://planningOnline.gov.in).
It facilitates proper recording of the Financial and Physical
progress of the works. It will act as a tool to support the
monitoring of the status and the expenditure incurred in works
undertaken under various central and state schemes by various
governments.

Where can we see the status of all the works being executed?
Click on the link “work check list” which is available on the ActionSoft home page under citizen section under report; this report gives the current status of work.

How to create Work stages?
•Login with the State Admin userid .
•Click on “Create Work Stage” link which is under the “Work Stage” link.
•Select one of the Work focus areas from the drop down.
•Select one of the “Asset Category”.
•Select one of the “Asset Sub Category”.
•Enter the “Work Stage” in English.
•Enter the “Work Stage” in local language.
•Enter the “Work Stage description”.
•Click on “Save” to save the changes made.
•You can create as many work stages as required.
•Once the Work stages are created then we can define the order in which the same are to be displayed.

Is it possible to report Physical Progress of Works, if no 'Work stages' are defined ?
No, it is not possible to report the Physical Progress of Works, if no 'Work stages' are defined. Please contact your State Admin, so that work stages appropriate work stages can be added for the same.

Why are 'Work Stages' required?
Work stages are defined to:
•Help the user in reporting the Physical progress of works (with output as Asset) which are in execution.
•Help to compare the Physical and financial Progress of a work.
•Find the physical progress of a work with respect to expenditure.

Can I report/enter the progress details (Physical & Financial) in ActionSoft for the Action Plans created & approved under Plan Plus?

For which works can we report Physical and Financial progress details in ActionSoft?
Physical and Financial progress details of the following works can be reported in ActionSoft:
•Works which are part of approved action plans which are ported from PlanPlus
•Works that are created in ActionSoft directly (This option will be available only for those states which are not using PlanPlus).

When can we start the work execution for a work?
Work execution for a work can be started when the following conditions are fulfilled:
•After both the approvals are done; this implies that technical and administrative approvals are mandatory
•After some Funds are released against the work, expenditure details can only be reported for a work if funds are released against that work

How to enter the physical progress of work?
Once you select the status of work as ‘Started’, a link named ‘Physical Progress’ would appear against that work, on clicking the link you would be directed to the physical progress form, wherein the details of physical progress needs to be provided as per the output parameters of the work.

How to enter the financial progress of work?
Once you select the status of work as ‘Started’, a link named ‘Financial Progress’ would appear against that work, on clicking the link you would be directed to the financial progress form, wherein the details of financial progress needs to be provided as per the output parameters of the work.

Which are the different ways in which the financial progress can be reported?
Financial progress can either be reported Asset (unit) wise or Location wise.
Data Ported from PlanPlus
Q.
I want to port the approved action plans into ActionSoft. Why are no plans are being shown in data porting form of ActionSoft?
Check the Approved action plan report in PlanPlus, if there are NO approved action plans for that particular plan year in PlanPlus. Hence the same cannot be available in ActionSoft for porting.

Where can I view the ported works of Approved Action Plan in ActionSoft?
To view the ported works of Approved Action Plan, follow the below mentioned steps:
A. Click on “work check list” which is available on home page under citizen section->report (as a citizen, hence logging in the application is not required)
•Select the state, plan unit & plan year for which you want to see the ported works.
•You will find list of ported works with their status (where these work are available in ActionSoft).
B. Flow of ported data in ActionSoft (as a registered user, hence Login is required)
•If a work status is Fund allocation--- It means that you have not yet started the execution of the Work .Then first you have to go to fund receipt, technical approval, admin approval etc.
•If a work status is under execution --- It means that you have entered some progress in Planplus. So you can directly go to progress reporting in ActionSoft.

How to port data from PlanPlus to ActionSoft?
To port the works from PlanPlus to ActionSoft please follow the below mentioned steps:
• Login to ActionSoft , click on Data Porting link available in the left hand side menu.
• Select the Plan Year for which Data has to be ported from PlanPlus to ActionSoft.
• Move it to the right hand side list box.
• Click on ‘Port data’ button.
• Then the porting request shall be taken up.

Q.
If the amount of funds , approved as technically approved cost is greater proposed cost of a work, How can I edit the fund details in Admin approval?
Follow the below listed steps to edit the fund details in Admin approval:
•Since the amount of funds which is declared as technically approved funds is greater than the amount of proposed funds then in admin approval, funds should be edited.
•Click on the edit funds icon, a new window will open, where the amount of funds can be edited.
•Select the scheme, scheme component and enter the amount of funds.
•Save the changes made.

Is it mandatory to upload attachments in technical and administrative approvals?
No, it is not mandatory to upload attachments in technical and administrative approvals.

My plan unit is not being displayed in ActionSoft, what do I do?
Please check whether your plan unit is mapped in LGD. In case if it is not mapped in LGD then get the same mapped. Please contact the LGD team on lgdirectory@googlegroups.com

Can I Use ActionSoft Without Using PlanPlus?
Yes you can easily use ActionSoft without using PlanPlus.

Can we revert back ported Action Plans (works) from ActionSoft to PlanPlus?
No, once you port Action Plans (works) from PlanPlus to ActionSoft you CANNOT revert it back.

Before a work is declared ‘Completed’ is it mandatory to report both Physical and Financial progress of a work?
If the work has to be declared as ‘completed’ then at least one entry is mandatory in both Physical and Financial Progress.

Where can we view the photographs uploaded against a work?
As a citizen
•Click on the link “Execution status of Action Plan” which is available on the ActionSoft home page under citizen section under report; this report gives the current status of work.
•Select the state, plan unit and plan year for which you want to see the uploaded photographs against works. You will find list of works with their photographs, status, cost, expenditure details.
As a registered user
In the Physical Progress of Asset form, click on the ‘History’ icon ; you can view the photographs attached date wise , location wise, and work stage wise .

Can we change the location of the work output –asset while execution?
No, location of work output –asset cannot be changed at the time of execution.
Q.
Can multiple photographs be uploaded for a single work?
Yes, multiple photographs can be uploaded when reporting physical progress of a work.
